Kabwe Mine Hospital gutted

MORE than 30 patients were on Tuesday evacuated from Kabwe Mine Hospital to Kabwe General Hospital after fire swept through the hospital laundry section and part of the office block.

The 35 were evacuated to Kabwe General Hospital after the fire which is believed to have  started  from the laundry unit spread to the office block which also houses some wards.

The inferno which started at 19:00 hours is suspected to have been caused by an electrical fault.

And Central Province Minister Obvious Mwaliteta who rushed to the scene with other Government officials watched helplessly as the fire brigade struggled to put out the fire.

He appealed to the Ministry of Local Government and Housing to seriously consider coming to the aid of the council fire brigade.
”We cannot allow  a situation  where  the town continues to lose properties simply  because  our  fire brigade has no capacity to handle fire,” he said.

He paid  tribute  to the Zambia  Army for providing a  water bowser which was  connected to the fire  engine.

A check at the the laundry and  office  block found that the equipment had been  destroyed completely, while some Zesco technicians were trying to establish the cause of the fire. Two days ago, another fire swept through a kitchen at Brimas Restaurant destroying goods worth K200,000.

A week ago, an inferno swept through Zambia the Railways Limited (ZRL) canteen which also houses the technical drawing department .

Sata to open National Assembly

PRESIDENT Michael Sata is tomorrow expected to officially open the third session of the 11th National Assembly and inform the nation on key economic successes recorded during the two years that the Patriotic Front (PF) has been in office.

Mr Sata would set the tone for Parliament to debate the Presidential speech ahead of the presentation of the 2014 national
Budget by Finance Minister, Alexander Chikwanda next month.

Parliament which adjourned on July 19 this year had commenced proceedings on June 18, 2013.

The House considered and passed two Bills namely the Supplementary Appropriation Bill of 2011 and the Excess Expenditure Appropriation Bill of 2010.

In addition, the House guided by Speaker Patrick Matibini, considered 265 questions for oral and written answers, two private member’s motions and 20 motions on adopting annual Parliamentary Committee reports.

A total of 14 ministerial statements were presented to the House to explain Government position on various issues, while 26 annual reports from Government and quasi government institutions were submitted to the House.

Namulambe acquitted

A LUSAKA Magistrate’s Court has acquitted Foreign Affairs deputy Minister Gabriel Namulambe in a case in which he was charged with theft of 20 bicycles valued at K11,000.

It was alleged that Mr Namulambe on November 21, 2010 in Kitwe as deputy minister in the Ministry of Mines then, stole 20 bicycles valued at K11,000.

In his ruling yesterday, Magistrate Wilfred Muma said the prosecution had failed to prove that the bicycles were stolen and belonged to small-scale miners.

“The essential ingredients of knowledge or reasonable ground for belief that the bicycles were meant for small-scale miners has not at all been proved. I rule that the accused has no case to answer and I accordingly dismiss the charge, acquit the accused and set him at liberty forth with,” he said.

Mr Muma said Mr Namulambe stated that he was given the bicycles by the then Mines minister Maxwell Mwale for personal use and asked him to use the same truck that was going to Kitwe to deliver the other bicycles to Mpongwe.

He said this statement was in tandem with the circumstances of the case where the accused subsequently gave two bicycles openly believing that there were his property.

In an interview after the ruling, Mr Namulambe said he had gone through a lot of trauma during the whole process and expressed happiness at the outcome of the ruling.

Meanwhile in another case, former Petauke Central Member of Parliament (MP) Dora Siliya has asked the Supreme Court not to stay the execution of the High Court’s decision to allow her and two others to file their nominations on grounds that the appeal by the State has no legal interest in the proceedings.

Ms Siliya said the State was not granted any relief sought in the lower court and no adverse decision was ordered against it.

This has rendered the appeal in the Supreme Court incompetent as it was not anchored on any ground that could be sustained.

This is in a matter in which Ms Siliya, Maxwell Mwale for Malambo and Hastings Sililo for Mulobezi had applied for judicial review following the decision by the Electoral Commission of Zambia (ECZ) to bar them from filing their nominations.

Father fights to get son back

Five months ago, a woman who had lost custody of her child and didn’t have a passport for him managed to take him to her home country of Zambia. She hasn’t come back since.

As well as abducting seven-year-old Ethan from his dad, Richard Quarry, from Kinsale, Co Cork, who had full custody of the boy, Elizabeth Daka also took her son from another relationship, two-year-old Troy, to the impoverished township in Lusaka.

Both boys’ fathers have been told there is little Irish authorities can do as Zambia has not signed up to the Hague Convention on International Child Abduction, which would allow the Irish fathers to pursue the boys’ mother through the Irish courts

Richard had sole custody of Ethan for five years before he was taken by his mother. He’d had a court order preventing Elizabeth from taking Ethan out of the State. She had joint custody of Ireland-born Troy.

Now, the over-riding concern of Richard, and Troy’s father Patrick Beary from Douglas, Cork, is getting the boys back to Ireland.

Both dads had hired a private investigator to track down Elizabeth. In July, they travelled to the township and Richard’s fears for the boys’ health grew. In just three months he said his son had lost weight and had ringworm infections on his face.

“The sanitary conditions in the township are terrible,” said Richard.

“It floods in the rainy season bringing raw, untreated sewage up into the streets. Every extra day that goes by that Ethan and Troy live in these conditions is putting them at greater risk. They were never given the proper vaccinations going to Africa either and would also be at risk of malaria.”

The DPP has ordered that Elizabeth Daka be arrested for breach of custody arrangements should she return to Ireland. That arrest warrant can be extended to a European arrest warrant. However, Richard does not believe she will return here.

He is angry the abduction of his child is only viewed as a “summary offence” or a custody breach in the Irish courts. “I cannot believe that the abduction of a child is considered equivalent to a traffic offence in this country.”

Former Fine Gael MEP Mary Banotti has said such international abductions to non-Hague countries in Africa are “quite common” and “very serious”. West Cork Garda Superintendent Eddie Mac Eoin admitted the men “are in limbo” because of the lack of Hague agreement between the countries and the gardaí are doing all they can.

Richard and Patrick believe their only option is to travel to Africa and fight for custody in the Zambian legal system. This could cost up to €50,000 and could take up to five years.

Final draft Constitution to be handed over in October

The Technical Committee on Drafting the Constitution says it will hand over the final draft Constitution, the Constitution of Zambia Bill and the report to President Michael Sata in October 2013.

Spokesperson Ernest Mwansa in a statement issued to QFM News today says the Committee has received the final draft Constitution from the drafts-persons, which has since been handed over to independent editor.

Mr Mwansa says the editors who were handed the final draft Constitution yesterday, 18th September have been given 10 days in which to edit the document to ensure accuracy and consistency and will hand back the document immediately thereafter.

He adds that it also envisaged that the technical Committee will take a maximum of ten working days to proof-read the final draft Constitution, the Constitution of Zambia Bill and the Committee’s Report after the Final Draft Constitution and the Report come back from the independent editors.

Mr Mwansa has reiterated the Committee’s commitment to ensuring that the remaining processes in the constitution-making process are concluded expeditiously.

UPND accuse President Sata of unleashing PF cadres on HH

The United Party for National Development (UPND) has accused Republican President Michael Sata and PF Kasama Central Member of Parliament, Geoffrey Mwamba, of sending cadres to attack UPND Leader Hakainde Hichilema in Kasama yesterday.

Speaking during a press briefing in Lusaka today, UPND Presidential Advisor, Douglas Siakalima says despite being attacked by some suspected PF cadres, the UPND entourage will still go back to Kasama and visit paramount Chief Chitimukulu of the Bemba speaking people.

Mr. Siakalima says the party will not be intimidated by the methods President Sata and Mr Mwamba are allegedly using to lower and attack the UPND leader.

Mr. Siakalima has also called on the Zambia Police to be professional in their operations warning that they will pay for the misery they are causing on the opposition.

And UPND Southern Province Chairman Hilliard Makweembo has accused President Sata of resorting to harassing Mr. Hichilema because he is feeling the pressure the UPND is mounting on him.

Mr. Makweembo says there is no doubt that President Sata has become dictatorial and thrown away the confidence the Zambian people had put in him.

He says there is need for the president to allow democracy which was hard earned to flourish in the country.

Reverend Howard Sikwela appointed as Permanent Secretary

Republican President Michael Sata has appointed former UPND Livingstone Member of Parliament Reverend Howard Sikwela as Permanent Secretary in the Ministry of Local Government and Housing.

Reverend Sikwela has replaced Dr. Chileshe Mulenga who has been transferred to Eastern province in the same capacity.

Speaking to Journalists after his appointment at State House this morning, Reverend Sikwela said it was an honor to be accorded such an opportunity to serve as permanent secretary and has assured the nation that he will not fail in his duties.

Reverend Sikwela says he will ensure that he works closely with the people in the development of the Ministry as well as the country at large.

He adds that those who thought it was the end of his prominence when he left parliament have been put to shame because President Sata has seen potential in him.

Speaking during the swearing in ceremony, President Sata urged Reverend Sikwela not to let him down but remain focused in his duties.

The Head of State says he does not expect Reverend Sikwela to disappoint him but deliver accordingly.

Kasumbalesa border operations still suspended

OPERATIONS at Kasumbalesa border post in Chililabombwe yesterday remained suspended for the second day running following Tuesday’s protest by truck drivers on the Zambian side over the shooting and wounding of their Zimbabwean counterpart in the Democratic Republic of Congo (DRC).

 Patrick Murifi, 31, a Zimbabwean truck driver was on Saturday shot and wounded in the DRC, an incident that incensed fellow drivers on the Zambian side who on Tuesday reacted with a violent protest.

The irate truck drivers who refused to cross into DRC yesterday continued with their protest despite calm having being restored at the border post.

Copperbelt Police chief Joyce Kasosa confirmed in an interview that operations in terms of trucks going into and from DRC had remained suspended for the second day.

“Calm has retained at Kasumbalesa border post but trucks are still not crossing into and from DRC because the drivers want to be addressed and assured of their security while in that country,” she said.

Ms Kasosa said she was yet to get information as to how much property was destroyed during the confusion on Tuesday.

Several trucks were on Tuesday and yesterday marooned at Kasumbalesa border post following the refusal by the truck drivers to cross into DRC.

ZDDM rushes out at Lameck Mangani

The Zambia Direct Democracy Movement (ZDDM) has expressed surprise by the observation made by Patriotic Front (PF) Eastern province chairperson Lameck Mangani that calling former president Rupiah Banda to active politics amounts to an act of treason.

The ZDDM has wondered what has lead Mr. Mangani to begin think of asking the police to charge with treason people who want Mr. Banda to come back to active politics.

In a statement to Qfm, ZDDM president Edwin Sakala has described Mr. Mangani as frustrated man who has been allegedly rejected twice by the people of Chipata Central and that he should instead remain silent if he has nothing better things to do than threatening people in province with treason.

Mr. Sakala has however expressed happiness that President Michael Sata has appointed Mr. Mangani as PF Eastern province chairperson as he will allegedly only destroy the PF in the province because there is allegedly nothing he can do boast the PF in the area.

Mr. Sakala has observed that threatening the people of the Eastern province with treason as Mr. Mangani has allegedly done is also shooting himself in the foot and that he should instead apologize to the people in the province.

The ZDDM has charged that instead of him threatening people of Eastern province, Mr. Mangani should in fact thank them because they are allegedly trying to serve the country from the hands of the PF.

He has since maintained that the ZDDM want Mr. Banda to form a government of unity which can have leaders of various political parties working together.

Sata outlines plan

PRESIDENT Sata yesterday highlighted the Patriotic Front (PF) government’s achievements and set out an ambitious economic plan anchored on massive infrastructure development and prudent financial management.
Opening the Third Session of the 11th National Assembly, the President pledged to continue growing the economy through heavy investment in key infrastructure development areas such as road, railway and airports.
Mr Sata said the PF administration has engaged in overdrive to boost the economy growing at an annual rate of seven percent.
“Our government has prioritised infrastructure development such as roads, airports and rail as key to national development. Accordingly, Government is heavily investing in the construction, rehabilitation and upgrading of the transport infrastructure,” he said.
Mr Sata said Government’s commitment is demonstrated by the implementation of the Link Zambia 8,000 project under which over 1,500 kilometres of road works are being constructed in phase one and over 2,700 kilometres of roads will be upgraded to bituminous standard under phase two.
The Link Zambia 8,000 project is expected to create 24,000 jobs, especially among youths. So far, it has created 14,000 jobs.
The head of State also cited the launch of the Lusaka 400 road project which involves rehabilitation and construction of some urban roads.
Mr Sata also noted that Government has started implementing the Pave Zambia 2,000 project which is expected to create over 20,000 jobs for youths and impart them with road-paving construction skills.
“In this regard, Government has procured road construction equipment to be utilised in paving public roads and public places across the country,” he said.
On airport infrastructure, President Sata said Government has completed up-grading and modernisation of the Harry Mwaanga Nkumbula International Airport in Livingstone to international standards.
He said the upgrading of the Harry Mwaanga Nkumbula Airport contributed to the successful hosting of the United Nations World Tourism Organisation (UNWTO) General Assembly last month.
The President said Government is in the process of upgrading and modernising the Kenneth Kaunda, Mfuwe and Simon Mwansa Kapwepwe International airports and provincial aerodromes.
Mr Sata re-affirmed Government’s commitment to reactivating the railway infrastructure as evidenced by the allocation of US$120 million of the Eurobond to Zambia Railways Limited.
“Our vision is to create a competitive and efficient railway system which will ensure that all bulky and heavy cargo is offloaded from the roads. This will guarantee our road network a longer lifespan and also reduce the national budget on road rehabilitation and maintenance,” President Sata said.
He said under the PF administration, the performance of the economy has continued to be positive, recording growth in the gross domestic product of 6.8 percent and 7.3 percent in 2011 and 2012, respectively.
Mr Sata said the growth was driven by the transport, communications, construction, agriculture, trade and manufacturing sectors.
He said inflation has remained at single digit, recorded at 7.1 percent as at end of August 2013 and lending rates have fallen from an average of 20 percent in 2012 to 16.3 percent as at June 2013.
The head of State said the PF government is on course to fulfilling the campaign promises of uplifting livelihoods and restoring the dignity of Zambians as the basis upon which it was voted into office in 2011.
“Efforts to diversify the economy will be guided by the national vision 2030, the revised Sixth National Development Plan (SNDP) covering the period 2013 to 2016 and the decentralisation policy,” President Sata said.
The President added: “The focus will be on the key areas of agriculture, infrastructure, manufacturing, tourism, science and technology. Our goal is to achieve higher and sustained economic growth in order to alleviate poverty through rural development and job creation.”
Mr Sata said Government’s initiative of borrowing through the Eurobond resulted in increasing the fiscal space for national development.
And President Sata is pleased that the tourism and arts sector has continued to play a key role in the attraction of investment and creation of employment.
He said Government will continue to pay special attention to enhancing tourism product diversification and infrastructure development in the Northern Circuit, Lower Zambezi and the Kafue National Park for them to contribute to economic development.
Mr Sata said the successful co-hosting the UNWTO conference by Zambia and Zimbabwe is commendable.
“We must congratulate ourselves on the successful co-hosting of the event which attracted over 4,000 delegates from across the globe. This will result in improved tourist visits and thereby raising the revenues for economic development,” he said.
President Sata noted that the co-hosting of the event improved the infrastructure and general outlook of Livingstone as Zambia’s tourist capital and destination.

Rev Sikwela must rise to challenge

ON THURSDAY President Sata swore in former UPND Livingstone Central member of Parliament Howard Sikwela as the new permanent secretary in the Ministry of Local Government and Housing.
Reverend Sikwela replaces Chileshe Mulenga, whom President Sata has sent to Eastern Province in the same capacity.
We join the rest of the country in congratulating him on his appointment.
As permanent secretary Rev Sikwela is now the chief executive officer of the ministry to preside over the implementation of all government policies and programmes in the sector.
He is the right-hand man of and chief advisor to the minister on policy implementation.
His is, therefore, not a small task.
President Sata did not hide the fact that he has special interest in this ministry, in which he served as a governor and minister years back.
At the swearing-in ceremony at State House the President directed the new PS to get down to work immediately.
He went further to give Rev Sikwela tips on the need to have good interpersonal skills if he is to carry out his mission to the satisfaction of his appointing authority and the nation at large.
“Reverend Sikwela, I have been in this ministry and I know it inside-out. You are going to be with people, not animals. And if you have your skills in dealing with people, you will solve a lot of problems in this ministry. Anyway, I wish you good luck,” President Sata said.
It is good that Rev Sikwela assured the President and the nation that he is going to heed the Head of State’s advice to start working immediately.
This is an opportunity for the clergyman and educationist to serve the people of Zambia to the best of his ability.
After being hounded out of the UPND by that party’s intolerance Rev Sikwela had complained that his premature departure had deprived him of a chance to implement programmes aimed at uplifting the living standards of the people of Livingstone.
The President has now given him an opportunity to help lift the living standards of the whole nation.
The Ministry of Local Government and Housing is strategic because it is the government’s flagship in service delivery at community level.
Councils are the government’s first point of contact with the people, and the quality of services they deliver shapes the citizens’ perceptions and attitudes towards those who govern them.
Not long ago President Sata launched the revised Decentralisation Policy, which is aimed at devolving power from the central government to the people on the ground through the local authorities.
One of Rev Sikwela’s challenges is therefore to ensure the policy is implemented to accelerate development.
The President has created numerous districts, most of which have already started operating.
But there is still a lot of work to be done to ensure the new districts have the right infrastructure and staff.
Another vexing issue the reverend will have to direct his energy to is the poor conditions of service for council workers.
He is expected to ensure the protracted negotiations between his ministry and the Zambia United Local Authority Workers Union are concluded.
The other priority area that will need his attention is housing and infrastructure development.
Rev Sikwela’s ministry has a critical role to play in addressing the country’s housing deficit.
Then there is the issue of illegal land allocations and grabbing, which have been thorns in the flesh of the government.

Put politics aside in prison’s HIV fight

VICE-PRESIDENT Guy Scott has called on parliamentarians to set aside their political differences and join hands with other stakeholders in the fight against HIV/AIDS in prisons.

Speaking when he officiated at a high-level consultative meeting on prison conditions, policy and legal reform in Chisamba yesterday, Dr Scott called on law makers to show commitment towards improving the health of inmates.

He said this could only be achieved once political differences were set aside.

There have been calls for scaling up prevention of the spread of HIV in prisons by using such safety measures as condom distribution, but some people have argued that the move would instead promote homosexuality.

“I do not see any reason why we should argue about this matter,” Dr Scott said. “Let us take the politics out of this issue because prisons are an ideal environment for the rapid spread of HIV and other infections.”

Dr Scott, who pioneered the ‘Test and treat’ intervention for prisoners, called for early testing and treatment among inmates upon diagnosis with HIV, as a measure to curb the transmission of the virus in prisons and outside the facilities.

The Vice-President called for introduction of a clear policy on HIV and other infections such as tuberculosis in prisons to improve the health of inmates.

He said the prevalence of HIV in prisons accounted for more than a quarter of inmates who were bound to spread the infection in prison and outside prison once released.

“There are a lot of young people who are only incarcerated for short periods of between one and two years who get infected with HIV, and spread it to others outside prison when they are released,” Dr Scott said.

He expressed confidence that the outcome of the ongoing consultative meeting on prison conditions would yield the desired results because of the enthusiasm of delegates who had united for a common cause.

Speaking earlier, United Nations Office on Drugs and Crime representative, Mandiaye Niang said evidence had indicated that the burden of HIV in prisons was higher than that of the general population.

He said HIV was a serious health threat for prison populations in many countries, and that it presented significant challenges for public health authorities globally.

Mr Niang said most prisons in the Southern African Development Community were overcrowded.

“The average incarceration rate in the region is 157 per 100,000 inhabitants, and prison occupancy levels average at 138 per cent,” he said.

Explain President’s speech, media urged

INFORMATION and Broadcasting Services Permanent Secretary Emmanuel Mwamba has urged the media in the country to digest and explain President Michael Sata’s speech when he opened Parliament on Friday.

Mr Mwamba said the President’s speech highlighted many policy guidelines such as on infrastructure development which needed the media to dig deeper and explain to the people.

“You do not expect the President to start giving details on the mining policy, it is a huge document and if he does that it will take him over two hours, which can be boring to members of the public. So let the journalists help us,” he said.

Speaking yesterday morning on Muvi Television’s ‘Breakfast With the Boys’, Mr Mwamba said the media should play its role effectively by informing the people on Government programmes.

On the Independent Broadcasting Authority (IBA) Bill, Mr Mwamba said the public would be given options on how to go about it because his ministry had discovered that there were two options to be followed.

“Either to wait until the Draft Constitution is passed in Parliament because it would automatically contain all those issues or to amend certain Acts, so we shall have to wait until the public determines,” he said.

On accusations by Young African Leaders Iniative’s Andrew Ntewewe that Mr Sata had trivialised the Constitution roadmap, Mr Mwamba refuted this, saying the guidelines given by the President were clear.

He said the Technical Committee drafting the Constitution had its position but the one coming from the President was the accurate one, and that a decision on whether to go for a referendum or not would be announced at an appropriate time.

Fresh gunfire from Kenya mall Sunday morning

Multiple barrages of gunfire erupted Sunday morning from the upscale Kenyan mall where there is a hostage standoff with Islamic extremists nearly 24 hours after they attacked using grenades and assault rifles.

Two wounded Kenyan security forces were carried out of the Westgate shopping mall after a sustained volley of gunfire that may have included grenade blasts.

Kenyan authorities said the militants held an unknown number of hostages in the shopping center located in the Westlands area of Nairobi, after killing at least 39 and injuring 150 on Saturday.

Somalia’s al-Qaida-linked rebel group, al-Shabab, claimed responsibility for the attack in which they specifically targeted non-Muslims.

Kenyans and foreigners were among those confirmed dead, including French and Canadians. Kenya’s presidential office said that one of the attackers was arrested on Saturday and died after suffering from bullet wounds.

 

“Violent extremists continue to occupy Westgate Mall. Security services are there in full force,” said the United States embassy in an emergency text message issued Sunday morning.

Trucks brought in a fresh contingent of soldiers from the Kenya Defense Forces early Sunday to back the combined military and police force that surrounded the upscale mall overnight.

Daylight brought some good news, as Kenyan media reported that several people in hiding in the mall escaped to safety, suggesting that not everyone who is still inside is being held by al-Shabab.

Cecile Ndwiga said she had been hiding under a car in the basement parking garage.

“I called my husband to ask the soldiers to come and rescue me. Because I couldn’t just walk out anyhow. The shootout was all over here — left, right— just gun shots,” she said.

Milupi restates the need to free the political environment

Opposition Alliance for Democracy and Development (ADD) leader Charles Milupi has restated the need to free the political environment in the country.

Mr. Milupi notes that political environment in the country should be free as it was under MMD government where opposition political parties where free to hold lawful assemblies.

Mr. Milupi has observed that allowing the opposition to freely hold public discourses in the country will be one of the good things that the MMD will always be remembered for in contrast to the Patriotic Front (PF) which is allegedly unfairly implementing the Public Order ACT.

And Mr. Milupi has urged the PF government to desist from burying its head under the sand over the issue of the Barotseland Agreement as it is a real issue that must be addressed and not politicized.

Meanwhile Mr. Milupi has condemned the conduct by the Zambia Police Service under the PF government describing it as the most disgraceful in the history of the country.

Govt cancels tender for Digital Terrestrial television broadcasting system

Ministry of Information and Broadcasting Services Permanent Secretary, Emmanuel Mwamba, has directed heads of the public media institutions to immediately depoliticize the newsrooms.

Speaking during a media briefing this morning, Mr. Mwamba notes that depoliticizing public media newsrooms will help the institutions to make the reportorial and editorial staff work as professionals.

Mr. Mwamba also explains that government has embarked on the modernization of public media institutions in line with the current media trends at global level, which includes among other interventions, establishing the public media’s presence on the social media platforms such as the internet for enhanced and widened public access to information.

Mr. Mwamba has also announced that former managing director at Zambia daily mail Isaac chipampe is now director for press and media development at the ministry of information and broadcasting services, with this movement, Anthony Mukwita is now acting managing director for Zambia daily mail.

Mr. Mwamba has also stated that the ministry has cancelled the tender which was floated on 7th September 2012 for the supply delivery and commissioning of the national digital terrestrial television broadcasting system.

The permanent secretary further adds that government is finalizing the draft access to information bill with intention of presenting the bill during the third session of national assembly.

He says the process will also involve the review and harmonization of the laws that impact on freedom of information such as protected places and areas, national archives act and the electronic communications and transactions act.

Sata for 2016, says Chingola PF

CHINGOLA Constituency has proposed President Sata as the Patriotic Front (PF)’s presidential candidate for the 2016 general elections.
Constituency vice-chairman Felix Mulenga said Chingola is among other constituencies and districts across the country that have proposed Mr Sata as the candidate for the 2016 elections.
Mr Mulenga said: “In this regard, we still feel that we should as well take this opportunity to propose to the nation and to all ardent supporters of the PF that President Sata be considered as presidential candidate for 2016 general elections”.
This is according to resolutions by the constituency in a statement made available to the Daily Mail in Chingola yesterday.
Mr Mulenga said PF was founded in Chingola, hence the need to propose Mr Sata as the PF candidate for 2016.
Mr Mulenga said the PF government has posted remarkable achievements under the leadership of President Sata.
He said among notable achievements Mr Sata has scored are repossession of Zamtel, revocation of Zambia Railways concession, retention of the abuse of the office of authority clause and creation of new districts.
The constituency also lauded the President for embarking on massive infrastructure development and creating jobs.
Mr Mulenga said Mr Sata has clearly demonstrated political will to drive the economic agenda of the country to greater heights by opening new industries.
“The Link Zambia 8000 road project initiated by His Excellency Mr Michael Chilufya Sata is one major project which should be supported and appreciated by all citizens of Zambia regardless of their political affiliation,” he said.
Mr Mulenga said the Link Zambia 8000 project has helped create employment for Zambians.
He said the construction of 650 health posts across the country is a cornerstone in providing primary healthcare to all Zambians.
Mr Mulenga said the construction of three universities is a great achievement in the education sector, which will make Zambia compete favourably at international level.
He said the successful hosting of United Nations World Tourism Organisation general assembly in Livingstone has undoubtedly put Zambia on the world map.

Nevers summoned after outburst

MMD president Nevers Mumba has been summoned to Police Headquarters or any nearby police station for questioning following his outburst on Joy FM last week.
And chief government spokesperson Mwansa Kapeya has described Dr Mumba’s remarks on President Sata as derogatory and demeaning.
Acting Police spokesperson Rae Hamoonga said yesterday that Dr Mumba has been asked to avail himself between 10:00 hours and 12:00 hours tomorrow.
“We initially summoned Dr Mumba on Friday but his lawyers did not avail him for reasons best known to himself but they have promised to avail him on Monday,” Mr Hamoonga said.
And in a statement yesterday, Mr Kapeya said Government is determined to engage in healthy and constructive discourse that would help bring solutions to the challenges the country is facing.
“Government has a strong and clear economic programme that focuses on alleviating poverty, developing rural areas, promoting agriculture and diversify from copper as the mainstay of our economy to other productive sectors as outlined in the revised Sixth National Development Plan,” he said.
Mr Kapeya, who is also Minister of Information and Broadcasting Services, said Government has also heightened its focus and support to the agriculture sector with defined attention not only to crops but livestock, fish farming and sustainable Farmer Input Support Programme (FISP).
He said responding to the broad insults that Dr Mumba has uttered would be giving credence to the baseless allegations and malicious insinuations.
Mr Kapeya said Government is determined to engage in meaningful fruitful debate whose outcome should promote national development, peace and national unity.
He also advised NAREP President, Elias Chipimo to take time and learn politics.
Mr Kapeya said for the first time since the early 1970s, Government has embarked on massive construction and rehabilitation of infrastructure such as roads, bridges, schools, health facilities and other vital social and economic amenities countrywide.
He appealed to opposition leaders to practise politics that helps build and develop the country.
Mr Kapeya said: “Our colleagues from the opposition are bent on engaging in disruptive and negative politics that take away the strides that the people of Zambia are making in coming together to focus on the development of the country and to ensure that we maintain our peace and unity.”
And the Open Society Foundation has implored Dr Mumba to apologise to President Sata and learn to respect the Presidency as an institution.
Executive director Sunday Chanda said Dr Mumba and other opposition leaders should know that there is no value addition in vilifying the Head of State.
“Opposition political parties must not set the bar so low and resort to peddling careless and dangerous talk about distortions, ethnicity, tribalism and even warning of civil war.
“Dr Mumba intentionally chose a cheaper but dangerous route of viewing everything about President Sata through the myopic and narrow prism of lies, ethnic and tribal hegemony rather than national and patriotic duty and considerations which have guaranteed the unity of Zambia,” Mr Chanda said.
He said it is also a notorious fact that Mr Sata was popularly elected by majority of Zambians based on their conviction that he was the best person to govern Zambia.

Intra Energy receives first coal sale order from Zambia

Intra Energy Corporation will look to trade higher after its wholly owned subsidiary, Tancoal Energy, received its first coal sale order from a major cement producer in Zambia.

The initial order of 2,000 tonnes is expected to lead to a long-term contract with the customer, and negotiations are continuing with other prospective customers.

Intra recently announced it had secured a sale contract from a separate cement producer in Tanzania for up to 165,000 tonnes of coal between December 2013 and November 2015.

The Zambian milestone signifies the commencement of Intra’s broadening footprint into the Eastern African region.

The company now supplies coal to five countries in the Eastern African region; Tanzania, Kenya, Malawi, Uganda and now Zambia, with sales to the cement, steel, paper, ceramics, gypsum, textiles and lime industries.

Tazara opens doors to private investors

The Tanzania Zambia Railway Authority (TAZARA) Council of Ministers, which is the highest policy organ of the authority, has directed the Board of Directors and Management to work out a framework for incorporating private sector participation in the Authority’s operations and future investment plans.

A press statement issued by the authority yesterday in Dar es Salaam said following the meeting of the Council of Ministers, chaired by Zambian Minister for Transport Yamfwa Mukanga, and his Tanzanian counterpart Dr Harrison Mwakyembe, last week in Dar es Salaam, the Council agreed in principle to proposals by the Board of Directors to engage the private sector in the operations of TAZARA through smart partnerships and open access.

The proposal to engage the private sector was mooted as a way of meeting TAZARA’s critical requirements for both re-capitalisation and working capital.

The Council of Ministers observed that both the Tanzanian and Zambian Governments were increasingly finding it difficult to justify the continued putting of tax-payers’ money into TAZARA, when infact the Authority had the potential to not only be self-sustaining but declaring dividends as well, the statement said .

Earlier, the two Permanent Secretaries responsible for Transport in Zambia and Tanzania, Charity Ngoma and Dr Shabaan Mwinjaka, who are Board Chairperson and Co-Chairpeson respectively, had echoed the Ministers’ thinking and called for management to act.

“We simply cannot continue running the authority in a manner that does not inspire confidence. We have the obligation to turn this institution around and start running it as a business, generating sufficient revenues to meet operational costs and make profits,” Ngoma emphasized during the Board meeting held prior to the meeting of the Council of Ministers.

Dr Mwinjaka concurred with his counterpart’s sentiments, calling on the management of TAZARA to change their mindsets and adopt a different approach to the way of conducting business.

The Acting Managing Director, Eng Ronald Phiri, has since confirmed that the strategic plan that was due to be presented at the Board meeting for consideration would be revisited to accommodate a policy shift that allowed for more visible and active private sector involvement in the operations of the Authority.

“Having been given a free reign to open up and incorporate workable smart partnerships, we are actively revising our five-year strategic plan to look for investment funding elsewhere and possibly invite non-equity private investments through an enhanced integration of private participation in our operations.

“We have not one, but many players who understand the authority well and have expressed very keen interest in working with the Authority. Some of these players have recently supported us in limited ways, but what our superiors have now mandated us to look at in principle is a wider and higher level of private-sector involvement in our operations,” said Eng Phiri.

The Acting Managing Director confirmed that the new five-year strategic plan, together with a new framework for engaging external investments would be ready for presentation to the Board of Directors and Council of Ministers within one month as instructed.

The Council of Ministers is the supreme policy organ of TAZARA, comprising six Ministers, three from each country respectively, namely the Ministries in charge of Transport, Finance and Trade or Commerce.
